Diplomatic Relations: The Phoenix Project isn't the only organization trying to liberate Earth. The military faction New Jericho, the mysterious Disciples of Anu, and the technophile Sanhedrin will offer you unique rewards for cooperation and threaten you if you refuse. But it's up to you to decide how and why to engage with them.
